Resumo



Esta dissertação analisa a articulação entre a gestão de recursos hídricos e o planejamento municipal, procurando investigar os instrumentos tradicionais de planejamento urbano e aqueles presentes no Estatuto da Cidade, de forma a compatibilizá-lo com o plano de bacia onde está inserido a maior parte do território do município estudado. Como estudo de caso, utilizou-se o município de Seropédica com seu correspondente plano diretor e o plano de bacia do rio Guandu, da Guarda e Guandu Mirim, onde está inserido cerca de 70% do território deste município. Para atender ao planejamento, ao controle e ao uso do solo, soma-se a necessidade de integração de políticas setoriais de impacto direto e indireto sobre os corpos de água, como estratégia ao desenvolvimento sustentável, com questões pertinentes ao plano diretor, incluindo programas e ações que estimulem o desenvolvimento social, bem como sua articulação aos instrumentos fiscais e orçamentários do município. Concluise, sobretudo, a respeito da importância da gestão participativa como orientadora de discussões sobre a administração municipal, referencial que provavelmente permitirá o surgimento de novas soluções e estratégias capazes de lidar com a dinâmica das águas associada à dinâmica da cidade.

Abstract



This dissertation examines the relationship between the management of water resources and municipal planning, attempting to investigate traditional tools for urban planning and tools presents in the Statute of the City, so as to make it compatible with the water basin plan which covers the majority of the territory of this municipality. As a case study, the municipality of Seropédica and its corresponding master plan have been chosen. To satisfy the planning, control and soil use, it is necessary to add the need for integration of sector policies of direct and indirect impact on the bodies of water, as a strategy for sustainable development, with issues relevant to the master plan, including programs and actions that encourage social development, and their articulation to the instruments of fiscal andbudgetary council. In this process, it is highly important the  participatory management during discussions on the municipal administration, a framework that will probably allow the emergence of new solutions and strategies capable of dealing with the dynamics of water associated with the dynamics of the city.
