Método para Reflexão e Atuação de Engenheiros Civis: Proposta para Avaliação de Planos de Controle de Inundações
Resumo
Por e para a suspensão 1) da atual divisão do conhecimento em disciplinas e 2) da atual suposição de neutralidade técnica, este trabalho põe em questão os limites e a superação dos limites das instruções hoje a disposição dos engenheiros civis. Especificamente, partindo da atenuação dos prejuízos por inundações, apresenta-se 1) uma critica a atual não compreensão das causas sociais das inundações e 2) propõe-se uma alternativa critica de plano diretor de águas pluviais, que proporcione o empreendimento de ações estratégicas as quais, quando e onde executadas, contribuam diretamente para a reversão das causas sociais que, em tese, serão melhor compreendidas. Nesse contexto, conclui-se a favor de uma engenharia civil autonomista em contraposição a uma engenharia civil estritamente tecnológica.
Abstract
By means and for the suspension 1) of the current division of knowledge into disciplines and 2) of the current expected technical neutrality, this work discusses the limits and the overcoming of the limits of the instructions presently available to civil engineers. Specifically, based on the attenuation of losses due to floods, this work 1) presents a critique of the current lack of understanding of the social causes of floods and 2) proposes an alternative rainwater master plan, that enlighten the development of strategic actions, which, when and where implemented, will contribute directly to the reversal of social causes that, in theory, will be better understood. Under this framework, it is concluded in favor of an autonomist civil engineering in comparison to a strictly technological civil engineering.
