Resumo

Esta tese teve como objetivo fazer uma análise crítica do processo de licenciamento ambiental aplicado a usinas hidrelétricas na Amazônia brasileira, identificando as potencialidades e limitações do processo, para apoiar propostas de possíveis ajustes nas regras e procedimentos no modelo em vigor no país. Para alcançar os objetivos propostos, foram feitas análises quantitativas e qualitativas dos processos de licenciamento de UHEs em nível federal, considerando os procedimentos, prazos, quantidade e relevância das condicionantes. Os resultados da análise quali-quantitativa foram sistematizados em uma matriz SWOT, a fim de facilitar a identificar os principais desafios e as principais sugestões de intervenção. Depois disso, os componentes da Matriz SWOT foram submetidos a um painel consultivo para opinar sobre os principais aspectos positivos e negativos de licenciamento ambiental. Os resultados da ponderação do painel, sobre os elementos da análise SWOT, serviram de subsídio para indicar algumas medidas e adaptações no processo de licenciamento aplicado a usinas hidrelétricas no Brasil, e especialmente na bacia amazônica, que representa a fronteira da hidro energética no país.


Abstract

This thesis aimed at providing a critical analysis of the environmental licensing process for hydropower plants in the Brazilian Amazon by identifying its possibilities and limitations with the purpose of contributing to potential adjustments for the rules and procedures currently into force in the country. In order to achieve these goals, quantitative and qualitative analyses were made of the the federal licensing process for hydropower plants, taking into account procedures, deadlines, quantity and relevance of constraints and other qualitative aspects. The results of these quantitative and qualitative analyses were summarized in a SWOT matrix to enable the identification of the key challenges and major suggestions for improving the process. Afterwards, the components of the SWOT matrix were submitted to an advisory panel which weighed in on the main positive and negative aspects of environmental licensing. The results of the discussion of the advisory panel in regard to the SWOT elements served as a foundation for identifying possible measures and adjustments for the current licensing process related to hydropower plants in Brazil, especially those located at the Amazon Basin - the hydro energy frontier of the country.
